The Cammo's usually hand you over the Lincoln County sheriff when he arrives as all arrests are made with the Sheriff there.
Until he arrives the persons involved are just 'held' at the guard post.

Its the Sheriff that then takes over, arresting you for Tresspassing and you end up in alamo court either with a 600-1000$ fine or perhaps if you really did 'go inside the border' a small prison sentance.

As for Black Hawk Pilots.
The Cammos would not be flying these.
The MH and UH-60s are flown by US Air Force Pilots who are based at Groom Lake.
They are not strictly for security but also for replenishment and support duties.
Its role for security are there because the borders are so vast.
