The reasons for the base ownership transfer is probably as simple as DOE doesn't want to pay for the upkeep if USAF is the primary user. The HUGE Federal Surplus the the current administration brags about comes from the slashed budgets of all different agencies. DOE is not spared either, so if the Air Force wants to fly thier overgrown RC planes out of there, let them pay for it. The base will probably be classified as an auxiliary field of Nellis AFB, like Groom Lake Auxiliary Field, and most likely be renamed after a deceased pilot or Officer that crashed there, or had a connection to the base.
