The photo on the FAS site was obtained from a California publication called "Pacific Flyer", dated June 1994. It was on page A3. Pacific Flyer is an amusing monthly newspaper aimed toward private pilots.

The reason the image is washed out is not so much from the exposure, but rather that it was printed on newsprint. If you look carefully, you can see the effects of the halftone image.

At the time it was printed I spoke with the publisher and he said it was received in the mail anonymously, accompanied with a note that said simply, "Thought this might interest you." The publisher would not release the original photo, as it was his only copy.

It's likely from the very early 1990's and of Soviet origin. Glenn Campbell sells a poster created from what appears to be an almost identical image. I say "almost", because Glenn's image doesn't contain the crosshair mark just to the east of the main base. Other than that, Glenn's image seems the same, and of far better quality than this newsprint-quality one.
