Most tests i think you'll find are early in the morning before the activity starts on the base, and after the activity has finished on the base, around 6pm onwards into the night.

I actually prefer to watch the sky when sun is setting, you can view contrails with ease and if they are between you and sun, awesome sillhoettes(spelling).

I was watching over towards Tonopah from Mono Lake eary in the morning and also late evening recently, and sawsome nice action....nice glows from the reheat also.
