You're right - it does look like a small B-2, however the wings have more sweep (45 degrees), the intakes are on the underside (for high AOA), and the exhaust is more like a YF-23. The plan is for it to be built with more 'off-the-shelf' items, e.g. radar, computers, EW suite etc, rather than have everything designed for it from scratch like they did with the B-2 and F-22. You could probably build them for around $70 million a piece if enough were ordered.

I note Congress passed a bill the other day for six more production standard F-22s... at $220 million each!!! When will they learn???

BTW - Has anyone seen 'National Lampoons Vegas Vacation'? Chevy Chase's cousin lives in a mobile home at the NTS, and they had a great scene where he is having a barbeque by just putting the meat on a rock, rather than a grille! It was on TV here on Sunday night.
