I know that in the late 70's several commercial Nuclear Power plants sent used nuclear fuel bundles (roughly 14 feet long each and a foot square) to an experimental dry storage site at Jackass Flats (no kidding). The facility is now a huge underground laybrinth rail system that allows access to each test cell (proof that the DOE knows how to effectively tunnel and excavate). The project was to see if used nuclear fuel could be safely stored in a dry environment, using the earth as a heat sink. Used fuel bundles still give off appreciable heat and both gamma and neutron radiation that must be moderated. Usually it's by water by submerging them in Spent Fuel Pools at individual Power Plants, the DOE was trying to see if they could store older ones easier in a national accumulation.
