In the old days (like only 15 years ago), the AT&T phone bill ending up buying all sorts of black budget goodies, such as building the current DSN, not to mention a few underground facilities for secure switching.

Regarding security in general, it is up to government organizations to provide their own security. If you happen to intercept something, it is because the government either doesn't care or screwed up. Don't blame the interceptor. Now hacking a government web site is another story altogether.

This discussion of hobbiests providing information for terrorists comes up all the time on Milcom. I'm certain whatever enemies the USA has, they all have shortwave radios and internet accounts and thus don't need our help. The FAS gets this aiding the enemy criticism all the time. Look at the Janes publications. Nobody ever said Jane's was a subversive group.
