Whilst there probably would be many fighters in the air around Nellis at any one time, if they are indeed taking part in instructional flying, then they would not be carrying any live ammunition, only inert 'blue ones'. The most they could do is buzz you.

As a few of you have given different versions of what might and might not happen (or actually has happened), perhaps any response would be directly proportional to what is actually going on a Groom at the time. If the base was 'between experiments', then you may allowed to directly overfly it, however, if the latest and greatest was sitting on the runway waiting to launch just as you came cruising along, then you might just end up being another stain on the desert!
