Yes, the circles are the alfalfa farms west of Rachel.
It appears that the area south and west of Rachel is not covered by that particular image "USGS Aerial Photograph 29 May 1994". The "sloppily blanked out" area seems to be their fill pattern for areas with no data. If you zoom out and keep panning east you will see the same pattern.
