Yeah I have to agree that sounds a very dangerous move
To risk downing a civillian plane is one thing but to risk losing maybe
two fighters is a little odd, mind you if the report earlier about a pilot beign to to eject
rather than overfly the lake is true, they can probably afford to lose them.

But I think the Public uproar of taking out a light aircraft would be damaging.
Still if the pilot was dead he'd not be able to defend himself on trial & they coudl make up any sort
of story.
