The dirt road through Base Camp is still a public road, and provides access to Tybo, an old ghost town.
As Jim said, security will come out and hassle you, but they have no authority to chase you away. Last time I was parked by the road, at the end of the runway, with my scanner and other gear set up, this conversation took place:
(Security guard comes driving out)
Guard: Hi, do you have car trouble?
Me: No thanks, I am fine.
Guard: What's your business here?
Me: Just sitting here.
Guard (more firm): No really, what is your business here?
Me (smiling): Just sitting here.
(Guard looks at me and my gear, turns around and in utter confusion drives back to the base. He never came back)
