It is used by civil traffic, but if its off for long periods then obviously its not used alot.
It could be a tempory set up with exercises pending etc but again, nothing of importance here. Its just a VOR!
Using it as an aid to identify Basecamp as a divertional airfield is a good idea but most diversional airfields also have DME with their VOR. Or for that matter surely a TACAN if military.
As Basecamp can be used for an ELG for Groom or TTR i would expect it to have some VDF of some sort...sniff it out if you can when an aircraft is near by.

I still dont however see the significance of the VOR. If its used in Black operations, then so be it, as is ALOT of VORs and Beacons around the Country. Its only a Navaid, even if its turned on or off it doesnt change anything.
Only thing that is of a minor thing is theres a waypoint that gets deleted in the flight plan if its off...no big deal about that.
