That would make alot of sense to me. Keep trying for it occasionally, and see if there is a pattern to its operations that might coincide with exercises. As it is basically a 'bare-bones' base, it may very well be used as a diversionary airfield for aicraft participating in an exercise, and then be shut-down during 'quiet' times.

Also, if the VOR is active and there are no exercises on, perhaps it might be an indication of a flight test being conducted out of Groom or TTR, as Basecamp is ideally located as a diversionary airfield for these two bases.
