Thanks for your post, Al, I think it has created an excellent thread. I believe most of your points have been addressed by "Someome Who Knows" and Magoo, who are far more qualified than I am on this.
As for the distance from Tikaboo, the base is about 26 miles away. With a good tele lens (1000mm or better) you can get reasonably good shots on a clear day. The photo in the Area51 Info section was taken by Chuck Clark with a 1500mm tele lens. For viewing a 10x50, or better a spotting scope is essential.
I am not aware of any other regularly scheduled flights in and out of the base other than the Janet flights. And the test flights, of course. During last summer you could quite regularly see the B2 Stealth Bomber doing its rounds a little north of the base, around 8 in the morning.
