Basecamp VOR

There was some confusion recently about the basecame VOR. It used to be on 113.9 MHz, ident. "AEC". On three occasions earlier this year I was not able to pick it up any more.
On 8/30/2000 I drove by again, and it is there again, loud and clear. There was some war games activity on the scanner at that time.
Question to our radio experts: Would it make sense to turn it on only during exercises, to mark an emergency landing spot?

Also, I noticed that the JP-4 fuel truck by the runway was gone. Security as usual.
