I think the real problem with an island for a black project site would be keeping it supplied. The amount of truck traffic into something like the Tonopah Test Range is substantial. Some of those trucks, or the ones entering Cedar Pass, must make their way into Groom.

Now you could do some sort of electronic black project on an island, but probably not something related to designing the next generation airplanes.

Note that the Janet flights into Groom seem to be just carrying passengers, not cargo. I watched a few planes load up and never saw any cargo go into the hold. The passengers carry gym bags, duffle bags, etc., i.e. enough to get them through the day. Anyway, Groom is probably supplied by many truck deliveries. I suspose an island could be stocked by Navy ships...
