I would say that either NASA or the USAF actually 'own' the hangar. It's possibly that Boeing is the main tenant, considering they are reportedly the contractors for the 'Brilliant Buzzard' programme, and H-18 is the only hangar on base that can/could house these huge aircraft. Magoo
