Sounds like the F-15 did what Magoo said or just plain stalled and fell out of the sky. Since ACM (Air Combat Manevering) is a problem of energy (I think I heard that in Top Gun) He just could have run out of energy too low. Thay's why they have altitude limitations on some exercises (hard deck), just to prevent the ground from reaching too far up into the sky and denting the aircraft. I'm glad the pilot is OK, but ten to one he'll be at the root cause of the VERY expensive aircraft becoming a desert floor attraction.
