You will find an excellent analysis of Lazars claims on Tom Mahoods excellent web site. Just follow the attached link.
His claims are certainly interesting reading material and sound quite scientific, but then, that is true for most science fiction stories too. If you look closer (and Tom did), you will find a lot of little flaws in his story.
