Don't have the GPS data for the Cedar Gate Rd. handy, but you can travel west about 13 miles from Hwy 375 before you get to the border there.
Your link shows the abandonned Cedar Pipeline Ranch. It is on public land, and an excellent location to watch the Flag exercises.
