Unfortunately I don't have the GPS data for Freedon Ridge of White Sides, but the peak that you mentioned is definitely inside the restricted area. Its actually the south end of the Jumbled Hills, between Area 51 and Range 61.
In fact, anything south of 115 37'30" and west of the Pahranagat Range is restricted area.

I have not been to Silverbow (in fact its very high on my list), but the description by Tom Mahood on desertsecrets.com pretty much matches my USGS map. Except for the left turn at 10.0 mi. It looks like you can just go straight until you get to Golden Arrow at about 14mi.
