Good catch. Not sure if it ever used to be the official border, but the small building is definitely the old guard shack. The larger building was built later (does anyone know when?)
In the 70's the border went right across Groom Lake. Aparently in those days you could drive right up to the north end of the lakebed.

I believe that it is, just like the road leading to the Rachel back gate (north gate) from the inside. The pavement ends at the guard shack there.
I guess they don't want to pave the access roads from Hwy 375 because they may discourage the occasional tourist, and, more important, you see vehicles coming from miles away, because of the cloud of dust that they are kicking up.
