PA has more than it's share of Special Ops training on-going, so since the profile you describe is exactly the ones used for clandestine Ops., it probably is a training flight for Special Forces, Rangers, or Naval Special Warfare. "Little Birds" the smallest Spec Ops. helos actually have seating for four OUTSIDE the aircraft, so the idea of seeing people "standing on skids" is plausible. Since rotor noise is the largest component of helicopter noise, the short multibladed main rotor of the little birds, makes them a lot less noisy than the Huey and somewhat less than the Black Hawk. These helicopters fly routinely with no lights, as the crew all are wearing Night Vision devices, and any external sources of light detracts from their ability. By the way the term "Black Helicopters" has been deemed offensive to some groups, now we are refer to them as "Boeing-American" or "Lockheed-American".
