Hi Mike, As far as halting testing at 51...I do not know..maybe someone else does. All participants in Red Flag are given specific instructions not to fly over Groom airspace, of course. Being down in the area during Red Flag is very interesting. You certainly see a lot of aircraft activity..primarily in Railroad Valley...also south of Rachel.
