The US Fast Attack Subs, Boomers, Slow Approach and the like really pioneered the "stealth" concept. A really good account about just a glimpse into the Black Programs that the navy was involved in can be read in "Blind Man's Bluff". By extrapolation you can imagine the USAF's response, since the Navy was not going to get anything that the USAF couldn't reply to. We just haven't seen the results of the USAF's, NSA's, and NRO's expenditures yet. By the way the Russian navy has lumped most of their subs into a sigular class these days, the "Buoy" class.
