We can't get into that site without a login, but I'm assuming you're talking about the A-12 Avenger II.

It was a design for a deep strike naval aircraft. Shaped like a mini B-2 but with a straight trailing edge, it was to be launched from carriers and penetrate deep inside enemy airspace (1000nm+) to strike high value targets.

The project was initiated in the early 1980's to replace the A-6 Intruder and A-7 Corsair II, but was cwencelled in 1991 by Dick Cheney due to huge cost overruns associated with not being able to meet the original design criteria. The cancellation is believed to be the most expensive defense cancellation in US history ($3+ billion!).
