The systems are European in origin, but operators would be locals. If you get a good look at the Rolands, you can see there are some local mods. The GPS antenna looks very much like an add-on.

I have never seen a plate on those trucks. The rolands tend to be stored a bit behind the fence at the Cedar Pass entrance to the TTR. I also found them in a parking lot in Tonopah once. The blue air force plated truck is often found next to a Roland once it is in the field. The roland might be on the truck, or they might just drop it off to the ground.
