The rolands you saw were probably missing the missile lauchers. They are distributed around the area during the exercises so that there are both air and ground threats. My understanding is the roland operators are civilian contractors. You can read up a bit on the Roland history on the FAS website. I gather they are European, but the US at one time was toying with them, but then decided to get something else. Iraq had some Rolands according to some scuttlebutt on the net, so getting practice avoiding them is probably a good idea. The link I provided has some video that probably came from a Roland camera.
