I don't quite understand your comment, but maybe my explanation of the light seen at the gravel was too wordy. The light is most likely from the Papoose radio facility, but it will appear as if it is coming from the top of a closer mountain range. The closer mountain range just happens to be in the line of sight. If viewed from another location, say the power line overlook, the source of the light would clearly be from that Papoose radio facility. [You really can't just call it a radio facility since there appears to be something like a building on the hill, but for the purpose of this discussion, we can call it a radio facility.]
