Any scanner could "hear" the digital signals. Demodulation is another story. Typically you need to tap the scanner prior to the audio filter (i.e. demod out) to avoid "group delay" errors caused by the filter. Many organization put their digital transmissions on another frequency independent of their voice channels, though there are exceptions. [When the CHP runs a CDL through its fancy reader, the tones go out over the audio channel. (California DL's have a mag stripe on the back.)] When MDTs first hit the scene, programs to decode the output hit the net. I think everything is encrypted now.
