As long as you can hang out by the fence on Las Vegas Blvd, this is not a big deal. I don't think the USAF owns the berm else they would have put their fence there. To photograph over the fence, you need to get towards the edge of the road (which is substantially higher), so perhaps the police might ask you to move if they feel you are not safe there or you are a safety hazard. However, nobody has ever bothered me at the side of Las Vegas Blvd while taking photos.

Solution: Get bigger glass, at least 400mm, plus a little enlarging if you want full frame. At 400mmf5.6, you can shoot ASA100. If you are achieving 400mm with a teleconverter, say a 1.4x on a 300mm or a 2x on a 200mm lens, you would need 300mmF4 or 200mmf2.8 to use ASA100. Switching to ASA400, that would allow 300mmF8 or 200mm f5.6. These values are for planes landing, assuming you are panning while shooting, using 35mm film.
