The People's Rally was originally intended to bring out several issues relevant to the Area 51 base, such as the issues of the former workers' class-action lawsuit, environmental concerns, clearer boundary issues, clarification of the name of the base to the public, suggestions for construction of the guard shack at the boundary line on Groom Lake Rd., etc.,etc.
It was intended to just be a peaceful gathering of concerned citizens, not a protest as such. And it stayed that way as intended. (The main issue was about the reality of the base, not about UFOs.) The Bureau of Land Management was always present at the rallies and were very cooperative and made sure that everything was safe at the rallies. The People's Rally was held only three times. 1998, 1999 and 2000. There are no more such rallies.
