"Eagle Eyes" is the Air Force-wide defensive program to detect terrorism in its planning stages in order to prevent terrorism from happening. Eagle Eyes has the full support of Gen. John P. Jumper, Air Force Chief of Staff. Essentially, it is a "neighborhood watch" program that makes everyone, both civilians and military members, vital sensors in detecting and reporting suspicious activities. There are seven categories of suspicious activities that warrant reporting:

Surveillance: Someone recording or monitoring activities. This may include using cameras (either still or video), taking notes, drawing diagrams, annotating on maps, or using binoculars or other vision-enhancing devices.

This was taken form beale AFB home page but looks like all others are doing as well!
