Regarding these old crashes, there are two federal acts that make it illegal to raid them, in theory. One is the Antiquites act, and the other is the National Historic Preservation Act. Sorry I don't have the referrences to the federal code, but I know the antiquites act dates back to 1906. [Of course, enforcing these old laws happens as often as the enforcement of the civil war era posse comitatus act.] The cut off for "antiquity" is 50 years. Generally these laws show up when you try to tear down old buildings, but the law was written to cover any kind of relic.
