I would think the folks who run Groom want things as routine as possible. Even if you have clearance, the military also uses "need to know" to restrict information. So my guess is they would rather the suits took a Janet. Of course, I don't think I ever saw anyone with a suit enter a janet plane. One thing nobody has ever figured out is why they take the beech planes to groom or the TTR, when those passengers could just take a 737. Now using the smaller planes to go to Palmdale and North Base makes sense since there are probably less people making those trips. But flying a small plane an hour after a 737 makes the same flight doesn't make sense.
