Ashcroft hasn't suspended the constitution just yet, so I really don't think they will do much if you are not breaking the law. For one thing, given the state of the economy, no city wants the cost of prosecuting people not really doing anything wrong.

All that said, if you want to snoop around the gate, it is probably better to do so on foot than in a car. The PD loves to FI for database purposes, so they would stop your vehcile on some lame driving violation just to see who you are. There is a whole book of vehicle moving violations that the PD can choose to stop you, but on foot, the situation is much more difficult. About all they have is loitering, so keep moving and what can they do?
