Did the report actually say "TOW missiles?" The report I read did say "wire guided" antitank missiles, but didn't use the name TOW. If they were TOW missiles, then the answer to your question (who else has them) would be Israel, the Brits, and perhaps a few other NATO countries. If they were another type of wire guided missile (more likely, IMHO), the French have their own type, and they certainly have proven that they're not above supplying the Iraqis. The most likely source, however, is the Russians. In fact, as I type this write now, Jill Doherty on CNN is interviewing the Russian Foreign Minister (something Ivanov) and she mentions a report that says something interesting. Apparently included with the now-infamous shipment of Russian GPS jammers given to Iraq was a large supply of night vision goggles and guess what else...anti-tank missiles.

Ah yes, our benevolent and trustworthy new allies, the Russians.
