You might try a ballon on a line [providing the wind is calm...]

There are quite a few websites dealing with cameras and ballons.
The picture transmitting is not very difficult, as amateur radio operators do this quite often [with the proper license]in their bands, heck, in Europe, there are some 11 meter [CB] bands operators that transmit SSTV video over Single Side Band.

It would not be very difficult to figure out, if you wanted to get a higher "Birds Eye View" of the area...
Just a thought....

Another thought might be Icom's IC-R3 scanner, which has the ability to scan transmitted video and display it....is there any Video cameras that transmit to a centeral location around the area? If you, you can see what they can see.... ;^)
