I have the EIR I've been going through..interesting as hell, but it's 4MB of documents, and heavy on the acronyms. They seem to refer to Area 51 in vague terms such as "an area NE of here".
It seems Aerojet is one of 4 sites in the running for installing a 1,00MW power station utilizing about 2,500 acres of land just for the solar array.
The power lines, transmission lines, subsations, etc, eat up another 2,000+ acres
