Take I-15 north out of Vegas. At Craig Rd exit, turn south. Go south for about two miles, until you can see the Nellis gate. Turn left onto the northern part of Las Vegas Strip. Head NE for another 2 or 3 miles. You see the base on the right. Plenty of room to park and watch, and some backroads to explore. But be careful not to cross into restricted area.
If you continue further you meet I-15 again, further north. Enjoy your trip.
