The garmin map cdrom I use doesn't have the border on it, so I didn't know the area was restricted. [Mapsource's only claim to fame is it can upload maps to Garmin GPSs, otherwise it's not very good.]

The terraserver does have the borders on it, but without broadband looking at the topos on line is really a PITA. [My broadband provider went the way of Enron :-( ]
