I think he was referring to the Royal Netherlands Air Force which fly white KCD-10 Extenders based at Eindoven.
If it was a -135 then it could be from anywhere, Ghielenkirchen is just the other side of the border which babes Stateside KC135s on a rotational TDY basis or from Mildehall like you said (100ARW).
However it is obviously not a 'secretive' aircraft and the time that it is, there are an aweful lot of transports (C17s, C5s, C141, KC135Es etc) going back and forth from the States, via the UK. In fact, for the past few weeks USAF REACH traffic has in some times of the day outnumbered civilian flights on one or two of the NATS tracks across the Atlantic....something to go by.
