The antenna in the photo is just a compact UHF antenna for their 400Mhz trunk system. It is possible to have data and voice channels on the same system since the Groom Lake trunk system is digital, so there is no need for an additional wireless network. [Police departments, which usually have analog radios, often have a second antenna for a wireless data system since they can't mix digital and analog on older systems.]

The link provided explains a bit about systems that can do both voice and data, though the Groom Lake system is probably ASTRO, not APCO. The DOE at Livermore Labs has a similar system.
