The cell phone freqs are under allocation by the FCC, not the NTIA. I really doubt the military could set up a private cellular system. They already have an encrypted trunk radio system at the operation near Groom Lake. You are correct about 911 not being shut off. In the US, you don't even need to have the phone activated to use 911.
