All the activity that is occuring at the base could be an act. The buildings being built could not even be used...just there to mantain the image of activity. And all the people that arrive there everyday, could be being shipped elsewhere as soon as they arrive. Possibly by underground transportation tunnels. And 26 miles away is far....true not that much damage could be done...but a lot could be staged succesfully from that distance as well. Minor details could not neccessarily be noted.
