There is a similar dish in a junkyard on El Mirage Rd in Palmdale, so I don't think it is too cutting edge. Since it is in a commercial junkyard, I suspect the dish is one of ours. I'm going to make it a point to talk to the owner next time I'm nearby.

The rotating reflector aims at the horizon (more or less), so it is not looking at the atmosphere (at least not intentionally).

The units around the pumkin are more intersting. I have photos with numbers on the other poles, i.e. numbers 1,2, and 3, and I'm assuming the other one is 4. [Duh!] Generally a 3 or 4 pole pattern is used in direction finding. [Look at lojack or RATPACK direction finding equipment.] Given the dimensions of the units, I would suspect they are designed to track airband radio waves, but that is just a guess.
