I'm not sure if you meant without contrails rather than with contrails. You may find this contract award news release interesting: Google around a bit on B2 and contrails. This topic has been discussed on usenet and yahoogroups, but without anyone convincing me they had the inside scoop. The press release is 8 years old, so you would think someone had the answers by now.
Northrop Corporation, B-2 Division, Pico Rivera, California, is being awarded a $16,627,398 face value increase to a fixed-price-incentive-fee contract for the following retrofit kits applicable to the B-2 aircraft: 11 disk drive UNITS, 5 contrail management systems, 5 Comsec secure communication modules, and 17 Global Positioning System Aided Targeting Systems. Contract is expected to be completed March 1998. Contract funds of $16,627,398 will expire at the end of the current fiscal year. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-87-C-2000, P00478).
