I was out in the area just last weekend. It probably snowed on Tikaboo but then melted as I didn't see any snow on the local hilltops, especially Bald Mountain.

It will be pretty cold on Tikaboo in the evening. Figure on it being 5 degrees colder than the ground temperature at Rachel. This link will get you to Rachel weather:

Figure on it dipping to 25 deg F at night on Tikaboo. If you are just going to hike it and come down the same day, the weather is probably tolerable, but I would carry one of those foil emergency blankets in the event you have some sort of accident and can't reach your car by night fall. Daytime temps are peaking at 75, so the daytime hike should be pleasant. Note that if there is cloud cover, the night time temp will be much higher.

4x4 trails? Well, yeah. You might have to be a bit more specific.
