Looks like a 'decoded' notam, which would state the number of feet, rather than hundreds of feet, so yes, it's 90,000 feet and below. Apparently they postponed the test a few times, calling for added notams. K1A8 is the airport at Empire, NV (http://www.airnav.com/airport/1A8) and the area in question is 20 nautical miles northeast with a 5 nautical miles radius. Not very "secret" anymore.
