The site is used both commercially by the Licoln County phone company, and of course by the operation near Groom Lake. That said, if the dish is pointing in a funny direction, it may be phone company equipment.

I studied the FCC database a bit and believe that there is a phone company link between Tempiute Mountain and Mount Irish. Where it goes from Mount Irish is unknown.

Here is the location of Mt. Irish if you want to feed it to the FCC search:
N37 38 38.9 W115 24 06.0
Do a radius search of say one mile.

Here is what the phone company has on Mt. Irish:
Callsign / File Num Status Service Station Class Licensee Name Xmtr City Xmtr State Frequency
WBA779 Active CF Operational Fixed The Lincoln County Telephone System, Inc. NA (Receiver) NA 6197.24
WBA779 Active CF Operational Fixed The Lincoln County Telephone System, Inc. NA (Receiver) NA 6256.54
WBA780 Active CF Operational Fixed The Lincoln County Telephone System, Inc. NA (Receiver) NA 5945.2
